It is understood that the bottleneck factor of urban waste treatment profession in China is the backwardness and inadequate chemical treatment equipment. Taking the sewage treatment industry as an example, data from the National Development and Reform Commission shows that by the end of 2010, the sewage treatment capacity of completed and operational townships in China had increased by 108% compared to 2005, but the increase in sewage treatment rate was only 47.7%. The primary cause of this is the lag in pipeline construction. In terms of waste treatment in rural areas, industry insiders believe that although the urban waste treatment rate of Dongying deodorant has increased from 37% to 71.3% in the past five years, it has not been effective when promoted to the township level. The primary cause of this is the significant gap in the matching of waste treatment equipment.
Recently, the holding of the executive meeting may be a significant progress in the field of sewage treatment. When discussing the prevention and control measures for groundwater pollution, it is explicitly proposed to improve the treatment and reuse rates of township domestic sewage. At the same time, it is pointed out that the supporting policies for sewage treatment will be gradually introduced, and the sewage treatment profession, which has already passed the golden cycle of the 11th Five Year Plan, will face challenges and opportunities in the 12th Five Year Plan.
It is reported that the Ministry of Finance has recently allocated a budget of 4.39 billion yuan for infrastructure expenditure in the 2011 budget, specifically for the construction of sewage waste treatment equipment and sewage pipe networks in 30 provinces (regions, cities) and towns, including Hebei, Zhejiang, Sichuan, and Qinghai, for the use of Dongying deodorant.
In addition, according to the reporter's understanding, in order to increase the intensity of sewage treatment, in the next five years, China will moderately improve the charging and discharge standards for township sewage treatment, and promote the paid use and trading of the discharge rights for primary pollutants such as ammonia nitrogen.
Groundwater is an important source of water for daily life, industry, and agriculture in China. However, due to the worsening pollution of surface water, the water quality of Dongying deodorant groundwater is also deteriorating day by day. The data provided by the Ministry shows that 90% of urban groundwater in China is polluted to varying degrees by organic and inorganic toxic and harmful pollutants. Moreover, this situation is still deteriorating. Recent investigations by the Ministry of Land and Resources have shown that the groundwater quality in 40% of cities is continuously deteriorating.
The aggravation of groundwater pollution is related to the low treatment rate of domestic sewage in townships. The data shows that at the end of 2009, China's sewage treatment rate was only 73%, and this year's policy was to reach 80%. Even if the policy was reached this year, there is still a significant gap compared to the developed 90% sewage treatment rate. According to industry insiders, during the 12th Five Year Plan period, the demand for sewage treatment capacity will increase by 67% to meet the demand for sewage treatment.
Four progress requirements have been put forward for the sewage treatment profession: improving sewage treatment rate, Dongying deodorant sewage discharge standards, water reuse rate, and sludge treatment rate. The "Four Advances" have put forward higher requirements for the sewage treatment profession in terms of both quantity and quality, which will give rise to investment opportunities for related professions and companies.
